SUB : BRINGING OUTSIDE INFLUENCE BY OFFICER EMPLOYEES IN THE         MATTER OF TRANSFER, PROMOTION, FOREIGN POSTING, ETC.

 

Time and again Bank has been issuing various communications duly emphasising that bank employees should refrain from bringing outside influence in respect of service matters such as, transfers, promotions, foreign postings, disciplinary matters, etc. Recently in the year 2005, we issued a circular 176/2005 dated 14.07.2005 and brought to the notice of the officer employees the provision of Regulation 12 of Canara Bank Officer Employees’ (Conduct) Regulations 1976.  In the said circular, it was also informed that in spite of clear guidelines if  any officer continues such undesirable practices the same will be treated as a misconduct and appropriate disciplinary action will be initiated.

The guidelines contained in the circular 176/2005 was again reiterated as box item to circular 2/2006 wherein among other things it was also informed that in addition to disciplinary action, necessary remarks will be made in the personal /service records for future reference.

 It is observed that despite repeated instructions, some of the officer employees are trying to bring influence for their promotion through outside sources.

 We hereby bring to the notice of all officer employees that bringing  outside influence on the matters referred above including promotion, will be remarked in the service record of the officer employees without any further reference to them, which may adversely affect the prospects of promotion of such officers.        

 This may be circulated amongst all officer employees of the Bank.

 SUB : BRINGING OUTSIDE INFLUENCE BY EMPLOYEES IN THE MATTER OF TRANSFER, PROMOTION, FOREIGN POSTING ETC., - OFFICER EMPLOYEES

Time and again Bank has been issuing various communications duly emphasising that the employees of the Bank should refrain from bringing outside influence in respect of service matters such as transfer, promotion/foreign posting, disciplinary matters etc. During 2003, Bank has issued a Circular No.128/2003 dated 14.06.2003 in this regard.  Despite the above, instances of officer employees bringing outside influence in respect of their transfers, promotions, placements, abroad postings, disciplinary matters etc., have come to our notice.  In order to bring awareness amongst officer employees, we furnish herebelow the provisions of Regulation 12 of Canara Bank Officer Employees’ (Conduct) Regulations, 1976 :  

“No officer employee shall bring or attempt to bring any political or other outside influence to bear upon any superior authority to further his interest in respect of matters pertaining to his service under the Bank.” 

Having regard to the above, we reiterate that officers should refrain from bringing outside influence in respect of service matters. Grievances of officers in such matters can be solved through representation with appropriate authorities. Regarding promotions, there is an established procedure in the policy itself providing for appeals etc. Inspite of it, some officers resort to such unhealthy practice of bringing outside influence. In the past, though Bank had taken a lenient view in respect of such undesirable practices, it would be difficult for the Bank to view the same leniently in future. 

Despite our clear instructions, if any officer employee chooses to resort to such undesirable activities, Bank will be constrained to initiate action as follows : 

1.         In the 1st instance, officers will be suitably advised / cautioned to refrain from such activities and the same will be noted in the service card. 

2.         Despite the above, if any officer continues such undesirable practices, the same will be treated as a MISCONDUCT and appropriate disciplinary action will be initiated against such employees.  

All our officers are requested to take note of the above and avoid any such unpleasant situations. 

This may be circulated amongst all officer employees of the Bank.
