REIMBURSEMENT OF LODGING EXPENSES TO OFFICERS UNDER
REGULATION 41 (4) (b) OF CBOSR-1979 AND OTHER TA MATTERS
(1)
LODGING
EXPENSES In
terms of Regulation 41 (4) (b) of Canara Bank Officers Service
Regulations-1979, actual
hotel expenses are considered for reimbursement, subject to single room
occupancy charges in ITDC Hotels of starred category, specifically laid down
in the Regulations. Where, however, an Officer stays in a Non ITDC Hotel
either because there is no ITDC Hotel at the Centre or accommodation in the
ITDC Hotel of the eligible starred category is not available at the Centre,
the limits, upto which hotel reimbursement should be considered, shall be
decided by the Board of Directors from time to time. We
have, vide Clause 19 of HO Circular No 1/2004 dated 01.01.2004, informed
eligible reimbursement of lodging expenses to Officer Employees who stay in
Non ITDC Hotels. Now,
Board of Directors have permitted revision in limits regarding reimbursement
of lodging expenses to Officers, who stay in Non ITDC Hotels, with effect from
07.02.2005, as under:

All
the other terms & conditions stipulated in Clause 19 & 20 of HO
Circular No 1/2004 dated 01.01.2004 shall remain unchanged. (2)
TRAVEL
BY PRIVATE AIRLINES As
per our Clause No 2 of HO Circular No 01/2004 dated 01.01.2004, an Officer
eligible to travel by air (and an Officer, who is not eligible but
specifically permitted by the Competent Authority having regard to the
exigencies of business of public interest to travel by air) while on official
duty should normally undertake air travel by utilising the services of Indian
Airlines by Economy Class. In such cases, the full fare is reimbursable. In
case Officers travel by Private Airlines, where the sector is serviced by
Indian Airlines, the Officer shall be eligible for reimbursement of fare by
Economy Class charged by Indian Airlines or actual fare incurred by Economy
Class by Private Airlines, whichever is less. The excess, if any, will have to
be borne by the Officer. Where Indian Airlines flights are not available &
any Private Airlines are operating, the reimbursement will be restricted to
actual fare incurred for travelling by Private Airlines in Economy Class. We
have been receiving representations from Circles to consider the reimbursement
of expenses in full when travel is undertaken by Private Airlines to avoid
overnight stay. Now, it has been decided to consider reimbursement of expenses
incurred, in full, when travel is undertaken by Private Airlines, due to non
availability of Indian Airlines flight, to avoid overnight stay, on account of
flight timings. (3)
TRAVEL
BY AIR DECCAN PROOF OF JOURNEY We
understand that e-Tickets are being issued by Air Deccan, Private Airliner,
instead of Air Ticket Jackets and that the same is being collected at the time
of issuing Boarding Pass. However, at the request of the passenger, Air Deccan
is providing a copy of the e-Ticket. The same is to be collected &
submitted by the Officer Employees as proof of journey undertaken. In
case the Officer is not able to provide the above, he has to submit the
Boarding Pass and a proof for having incurred the travel expenses i.e. zerox
copy of the e-Ticket / cash receipt issued by the Airliner / copy of charge
slips of credit / debit card, as proof of journey undertaken. Further,
reasonable Service Charges incurred, supported by bills / vouchers, for
booking the air tickets are reimbursable over & above the air fare,
subject to a maximum of Rs 50/- per head per ticket, in case of travel by
"Air Deccan" only. (4)
APEX
FARE Officer
Employees, who are eligible to travel by air for attending training /
inspection work / outstation duties, etc, are advised to utilise the facility
of Apex Fare. In case the said assignment is later cancelled on account of
administrative/ official exigencies, the reservation / cancellation charges
shall be borne by the Bank. (5)
HALTING
ALLOWANCE As
per Clause 18.1 of HO Circular No 1/2004 dated 01.01.2004, an Officer, on
outstation duty, is eligible for Halting Allowance by way of Daily Allowance.
The Halting Allowance payable to Officers in various grades / scales is as
follows:
(a)
Major
"A" Class Cities : Delhi, Mumbai, Hyderabad /
Secunderabad, Kolkata, Chennai, Bangalore & Ahmedabad (b)
Area-I
: Pune, Kanpur, Nagpur, Jaipur, Lucknow and Surat (c)
Other
Places
: Places other than (a) and (b) above On
account of re-classification of areas, as per Census-2001, the
following places have been upgraded as Area-I:
As
such, Officer Employees are eligible for Halting Allowance, as applicable to
Area-I, in respect of the above places. All
the other terms & conditions stipulated in Clause 18 of HO Circular No
1/2004 dated 01.01.2004 shall remain unchanged. K
